  1. Cook the Shanghai noodles according to package instructions. Drain and set aside.
  2. Heat the vegetable oil in a large pan or wok over medium-high heat.
  3. Add the minced garlic and grated ginger to the pan and stir-fry for 1 minute.
  4. Add the julienned carrots, sliced bell peppers, and shredded cabbage to the pan. Stir-fry for 3-4 minutes, or until the vegetables are tender-crisp.
  5. Push the vegetables to one side of the pan and add the cooked noodles to the other side.
  6. Pour the soy sauce and oyster sauce over the noodles and toss to combine with the vegetables.
  7. Drizzle the sesame oil over the noodles and season with salt and pepper to taste. Stir-fry for an additional 2-3 minutes.
  8. Garnish with chopped green onions and serve hot.
