  1. In a large bowl, mix the flour and hot water until a dough forms. Knead the dough on a floured surface until smooth, then cover and let rest for 30 minutes.
  2. Divide the dough into four equal parts. Roll out one part into a thin circle.
  3. Brush the dough with sesame oil, sprinkle with salt, and scatter the chopped scallions on top.
  4. Roll up the dough into a log, then coil it into a round dough. Roll out again into a thin pancake.
  5. Heat vegetable oil in a frying pan over medium heat. Fry the pancake until golden brown on both sides, about 2-3 minutes per side.
  6. Repeat with the remaining dough. Cut the pancakes into wedges and serve hot.
