  1. Place the fish on a plate that fits inside your steamer. If your steamer is too small for the fish to lay flat, you can cut it into pieces.
  2. In a bowl, combine the lime juice, minced garlic, chopped chilies, fish sauce, and sugar. Stir until the sugar is dissolved.
  3. Pour half of the lime juice mixture over the fish, making sure it's well coated.
  4. Place the plate with the fish in the steamer. Cover and steam for about 15 minutes, or until the fish is cooked through.
  5. Once the fish is cooked, carefully remove the plate from the steamer. Pour the remaining lime juice mixture over the fish.
  6. Sprinkle the chopped cilantro and mint over the fish before serving.
