  2. In a large skillet, cook the ground beef, onion, and garlic over medium heat until the beef is browned and cooked through.
  3. Add the pinto beans, corn, tomato sauce, chili powder, cumin, salt, and pepper to the skillet. Stir well to combine and simmer for 5 minutes.
  4. In a separate bowl, whisk together the cornmeal, flour, baking powder, milk, and egg until smooth.
  5. Pour the beef and bean mixture into a greased 9-inch pie dish. Spread it evenly.
