  1. Cook the rice noodles according to package instructions. Drain and set aside.
  2. In a large pot, heat some oil over medium heat. Add the garlic, ginger, and onion. Cook until fragrant and the onion is translucent.
  3. Add the beef broth, cinnamon stick, star anise, cloves, salt, and pepper. Bring to a boil, then reduce the heat and simmer for 30 minutes to allow the flavors to meld.
  4. While the broth is simmering, heat a skillet over high heat. Add the beef sirloin slices and cook for 2-3 minutes until browned and cooked to your desired doneness. Set aside.
  5. Warm the flour tortillas in a dry skillet or microwave.
  6. To assemble the Pho Rito, place a tortilla on a clean surface. Arrange a portion of cooked rice noodles, beef sirloin slices, bean sprouts, basil leaves, cilantro leaves, and mint leaves in the center of the tortilla.
  7. Drizzle hoisin sauce, sriracha sauce, and soy sauce over the filling.
  8. Fold the sides of the tortilla over the filling, then roll it up tightly to form a burrito shape.
  9. Repeat with the remaining tortilla and filling ingredients.
  10. Serve the Pho Ritos with lime wedges on the side for squeezing over the burritos.
