  1. Preheat the oven to 375°F and line two baking sheets with parchment paper.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a large bowl, beat the butter and granulated sugar until light and fluffy. Beat in the eggs, one at a time, followed by the vanilla.
  4. Gradually add the flour mixture to the butter mixture, alternating with the milk, beginning and ending with the flour mixture.
  5. Drop the dough by rounded tablespoonfuls onto the prepared baking sheets. Bake for 12-15 minutes, or until the edges are lightly golden.
  6. While the cookies are cooling, prepare the icing. In a large bowl, combine the powdered sugar, cocoa powder, and hot water until smooth.
  7. Once the cookies are cool, spread the icing on half of each cookie.
