  1. In a large bowl, mix the cornmeal with the water and let it soak for 20 minutes.
  2. In a large pot, heat the olive oil over medium heat. Add the onion and garlic and cook until they are soft.
  3. Add the tomatoes, bell pepper, carrot, peas, and sardines to the pot. Cook for 10 minutes, stirring occasionally.
  4. Add the soaked cornmeal to the pot and stir well. Cook for another 10 minutes, or until the mixture thickens.
  5. Season with salt and pepper to taste.
  6. Pour the mixture into a mold, pressing it down firmly. Arrange the sliced eggs on top.
  7. Cover the mold with a lid or aluminum foil and steam over low heat for 30 minutes.
  8. Remove from heat and let it cool before unmolding. Serve the Cuscuz Paulista warm or at room temperature.
