  1. Season the beef with salt and pepper.
  2. Heat the olive oil in a large Dutch oven over medium-high heat. Add the beef and brown on all sides.
  3. Remove the beef from the pot and set aside.
  4. In the same pot, add the onions, carrots, and garlic. Cook until the vegetables are softened.
  5. Add the wine to the pot and bring to a boil. Cook until the wine is reduced by half.
  6. Return the beef to the pot. Add the beef broth and bouquet garni.
  7. Cover the pot and reduce the heat to low. Simmer for 3 hours, or until the beef is tender.
  8. Remove the bouquet garni before serving.
