  2. Cook the bacon in a large skillet over medium heat until crisp. Remove the bacon, crumble, and set aside.
  3. In the same skillet, cook the onions until tender.
  4. Layer half of the potatoes in a greased baking dish. Top with half of the onions, bacon, salt, pepper, and cheese. Repeat layers.
  5. In a small saucepan, melt the butter. Stir in the flour until smooth. Gradually add the milk, bring to a boil, and cook until thickened.
  6. Pour the sauce over the potato mixture.
