  1. Preheat the oven to 375°F. Butter a soufflé dish and sprinkle with Parmesan cheese.
  2. In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 2 minutes.
  3. Slowly whisk in the milk and bring to a boil. Reduce the heat and simmer, whisking constantly, until the sauce has thickened. Stir in the salt, cayenne pepper, and cheese until melted.
  4. Remove from heat and stir in the egg yolks one at a time.
  5. In a separate bowl, beat the egg whites and cream of tartar until stiff peaks form.
  6. Fold a quarter of the egg whites into the cheese sauce to lighten it, then fold in the rest until no white streaks remain.
  7. Pour the mixture into the prepared soufflé dish and bake for 25 minutes, or until the soufflé is puffed and golden. Serve immediately.
