  1. Place the chicken, water, salt, and pepper in a large pot and bring to a boil. Reduce heat and simmer until the chicken is cooked through, about 1 hour.
  2. Remove the chicken from the pot and set aside to cool. Once cool, remove the meat from the bones and shred.
  3. In the same pot, add the onion, carrots, and celery and cook until soft, about 10 minutes.
  4. In a separate bowl, combine the flour and baking powder. Cut in the butter until the mixture resembles coarse crumbs. Stir in the milk to form a dough.
  5. Drop spoonfuls of the dough into the pot. Cover and simmer until the dumplings are cooked through, about 15 minutes.
  6. Return the shredded chicken to the pot and stir to combine. Cook for an additional 10 minutes, or until heated through.
