  1. Rinse the black beans and soak them in water overnight. Drain and rinse again.
  2. In a large pot, heat the olive oil over medium heat. Add the diced onion, green bell pepper, and minced garlic. Cook until the vegetables are softened, about 5 minutes.
  3. Add the soaked black beans, cumin, paprika, bay leaf, salt, and pepper to the pot. Stir well to combine.
  4. Add enough water to cover the beans by about 2 inches. Bring to a boil, then reduce the heat to low and simmer for 1 hour, or until the beans are tender.
  5. While the beans are cooking, prepare the white rice according to package instructions.
  6. Once the beans are tender, remove the bay leaf and adjust the seasoning if needed.
  7. Serve the Moros y Cristianos by spooning the black beans over the cooked white rice.
  8. Garnish with chopped cilantro and serve hot.
