  1. Place the grated potatoes in a clean kitchen towel and squeeze out any excess moisture.
  2. In a large bowl, combine the grated potatoes, chopped onion, minced garlic, and salt. Mix well.
  3. Heat the vegetable oil in a large skillet over medium heat.
  4. Take a handful of the potato mixture and shape it into a pancake. Place it in the skillet and flatten it with a spatula.
  5. Cook the milcao for about 5 minutes on each side, or until golden brown and crispy.
  6. Repeat with the remaining potato mixture, adding more oil to the skillet as needed.
  7. Serve the milcaos hot as a side dish or as a main course with a dipping sauce of your choice.
