  1. In a large bowl, mix the flour, water, and salt to form a dough. Knead until smooth, then cover and let rest for 30 minutes.
  2. In another bowl, combine the chives, scrambled eggs, noodles, sesame oil, and soy sauce.
  3. Divide the dough into small pieces and roll each piece into a thin circle.
  4. Place a spoonful of the chive mixture in the center of each dough circle. Fold the dough over the filling and press the edges to seal.
  5. Heat the vegetable oil in a frying pan over medium heat. Fry the chive pockets until golden brown on both sides, about 2-3 minutes per side.
  6. Serve hot with soy sauce for dipping.
